Who We Are

The East Village Community Coalition works to recognize, support, and sustain the built and cultural character of New York City's East Village.  This character includes a diverse population; low-rise, human scale, blocks and affordable buildings with historic and architectural significance; a multitude of community gardens; indigenous stores and businesses; and the neighborhood's history and ongoing tradition as a haven for those seeking freedom to express artistic, creative, and social concerns.

Neighborhood Rezoning

LOWER IS BETTER A new zoning code could protect the neighborhood

The EVCC commissioned BFJ Planning to study the zoning of the East Village in light of the inadequacies of the R7-2 code mapped across most of our neighborhood, unchanged since the last major revision of the City's zoning code in 1961.  Rezoning the East Village: A Discussion Paper, was completed in June 2005.  EVCC met with the Department of City Planning [DCP] and submitted our study to Manhattan Community Board 3.  The study provided a catalyst for a zoning change widely desired across communities within CB3, establishing the 197a Plan Task Force.

The task force has worked with DCP on the Plan to achieve more appropriate zoning that fits our neighborhood's low rise scale. The rezoning will protect both residents and existing buildings.  Where new development does occur, the rezoning will provide incentives to create affordable housing as part of the new development, helping insure that the East Village maintains its economic diversity. The EVCC is a founding member of LESCAZ, the Lower East Side Coalition for Accountable Zoning.

Look back at the city's initial 2006 zoning propoal and the EVCC's position paper on zoning.

Formula Retail Zoning (FRZ)

The EVCC is working to preserve small businesses as a integral part of maintaining our diversified, livable neighborhood.  Locally owned stores and businesses provide community sustainability because owners live where they work and therefore have a vested interest in the neighborhood.  Locally owned business tend to pay higher wages.

Some cities and towns in the United States have successfully adopted Formula Retail Regulation Zoning (FRZ), requiring stores to be unique and protecting neighborhoods by limiting or outright banning chain retailers from locating there.  We are working to adopt FRZ in the East Village.

The EVCC recently commissioned Pratt Institute's Graduate Center for Planning and the Environment to conduct an initial study towards enacting FRZ in in our neighborhood.  The study will soon be available here.
